I'm currently in the market for a pre-owned BMW with a budget of $15k - $17.5K in the Chicago area. I'll probably look for a 3-series.
So my biggest concern is what model years were more reliable than others? I'm looking at '99 - '02 models. I've heard that the electronic issues began to happen in '03 - present.
Also, for my budget, what year/model can I realistically afford? And what upcoming maintenance costs do I inherit (i.e. tune-ups, parts needing replacing, etc.) I just want to make sure I know what I am getting into.

Way too many unknowns here.
Whatever car you buy in that model year range, set aside $5k for repair work. You can take the car to a mechanic for inspection, to get a better idea of what you are in for a particular car.
It pays to shops around and get educated on the model you are interested in. There are many BMW lovers with cars for sale that have been meticulously maintained..

I'd buy the 02 model.
The car should just be ending its BMW factory warranty period.
And then find a good honest independent mechanic that works on late model BMWs.

I would think CPO is the way, with some kind of warranty, but more knowledgable members may have different opinions. Once you find one you like, I am sure there will be more pointed input.

99 to 05 3 series sedans are all E46 series cars and pretty much the same. Actually later ones should be a bit better as tehy worked out the bugs of the new design.
By the newest one you can afford, CPO if possible, pruchase the extended maintenance agreement and have everything covered until 6 years, 100K from new.
